Redidiot, the train was carrying vinyl chloride which is used to make PVC. The cars were breached to release the chemicals into a ditch and then set on fire to prevent the chemicals leaching into he ground.
When burned or heated to a high enough temperature, vinyl chloride decomposes to hydrogen chloride, carbon monoxide, carbon dioxide, and traces of phosgene.
So yes phosgene was released as a by product of burning the vinyl chloride. The train wasn’t carrying mustard gas.
