The Labour council turned a blind eye to what's been going on for years.
The council are being disingenuous because if you read the report, Public Health England are very clear in that they don't identify any specific area/place as the source of the outbreak in Leicester.  
Public Health England mentioned the schools in their report and that there was quite a high take-up of places from 1 June. But the report concludes that they cannot rule anywhere in or out.
What's happening in Leicester is a political war between the alleged corrupt Labour council and the Government.
