I can imagine them to be speaking negatively until stage2. then there be no excuses too.if any addition to costs, contruction companies have to forfit it.when you seen the original plans for the service tunnel it was a bit narrow and crap design, just about get a wheel barrow down it.but any more costs on top of extra and over all price, alarm bells will start ringing.just down to progress and time to build the plant now biggest hurdle.
