as where i feel...PARAYTEC/TB have alreadh had discussions re-how to take it forward and with whom.....i believe PARTNER is already known to them...whatever route they take.....be it J/V...SELL...LICENCE DEAL...just my take.....and yes if this ASSUMPTION is correct...this PARTNER would have also talked/discussed with GOVT....
