WDC are paying the penalties with extra shares. you can work this out using the update RNS's
I think the penalties are due to the conversion price being lower than the nominal value of 0.0025.
That's how I see it

I'm sure its WDC that are paying the penalties. that's probably why the fund are converting as much as they can now to get the penalty shares too. hopefully no penalties when conversion price is higher.
