They can squander billions of dollars but can't settle $1 billion for IOC's what a farce and it's not like the moneys coming out of his own pocket. Most likely they will spread it over severall years anyway. I guess the hard part would be to agree to regular payments on time, doing things the right way, doing business in a honest way is not in thier nature
