It’s the normal course of. practice get even sorted at AGM so no time is wasted, when funds are needed they are ready to go.

Key here is shares and not warrants. Also most companies make money on the way up. Issue shares at different prices. Once a company reaches its goals they they just trade sideways until further news or profit increases.
