As it says the BOP is part of the Rig so if that as gone out of the gates the Rig will not be long after.

Yes, the BOP is part of the rig equipment and a very expensive one too. It is removed after running the completion string. If in the future an intervention would be required another BOP would be installed for the duration of that intervention and would itself be subsequently removed.

The BOP is only removed when the final barriers are in place and tested and the well is ready to out on production.
