they are talking to their partners is because they, the partners had very little information on what was going on when Vonk was incharge.Mr Lucan is doing this right,there is money involved in setting up the well test equipment and each partner as to pay their share, so each must have their say on which way to proceed.Maybe Mr Lucan is testing the waters to see if any of the partners want to drop out.
