I think i would more likely to say china government restrictions rather then ban.

Especially for small business exporter, which might end up selling domestically to bigger companies inside of china and who are licensed to export albeit with government approvals.

The thing is china is still an importer of silver. But if you were to look at who the biggest exporter; that would be Mexico.

Now letting my imagination run a bit..the Mexican government preety much have cartels governing alongside them and if the cartels decide to corner this market. Well similar to hunt brothers in the 80s,...we have two giants retrospectively controlling the market, the Chinese government and and the mexican cartels and the mexican cartel I presume would be looking for bigger pies and wanting concession from the mines in Mexico and they will export to whoever is the biggest bidder.

Now if china keeps adding premium to silver, the metals will be flowing east. Western investors especially crypto guys have trashed precious metals like it's out of fashion and they are just mere rocks but there really isn't much practical use case with crypto, but make much of the population comfortable with CBDBs.

Letting my imagination run a bit, but unlike 200years ago when the British got exhausted exporting silver to china, they don't have any opiums to disrupt chinese society but I suppose CCp isn't too obsessed with silver like the qing dynasty.

Should be noted that India has taken step to remonotize silver as a collateral at a ratio of 1:10 against gold. Though this is against loans up to 3k USD, not exchangeable for one metal to another.

But it might create a psychological anchor that it is 1:10 ratio. I suppose Romans had 12:1 and USA had 16:1 in the past.

In terms of solar industry, I expect maybe silver could be interchanged with aluminium or copper say in solar panels if silver keeps going crazy.
