This company has lots going for it but isn't driving any interest- any pumps get sold into. We need to see some more contracts signed and revenue coming in

Hi all I've been doing some reading on VLM and am considering investing soon. My main questions - if anyone would be kind to give me their opinions are:
How likely and soon is a share dilution going to take place? And
Is this a pump and dump share or one that the BOD are building for the future?
