I don't think it's a big scam and I also believe SP won't change until the actual gas supplies. It's also not impossible to take some random picture of a road work in middle of morocco and claiming to be a " road building for gas exploration" as long as no one there to physically verify it. Many things possible in Morocco if someone spend the right $ and that's including corruption
