I don’t think is a hoax. It could be that whatever offer has been made they are not happy as it does not suit them.

It is rather strange that it took them 6 months or so to realise that their position is weakened unless they have the option to raise funds!!!

Did CH say that he is not planning to place shares? He only wants that option as it puts them in a stronger position when negotiating and in case the Slovenian minister starts to take the piss.
