I think there is clearly some movement within the MEM with the granting of the seven Mining Rights for the MCPP, and agree there is very little else (never forgetting Stiegler's Gorge), that will fulfill Tanzanian's 'Obligations' to the overall project.
If the TGov/MEM/Tanseco fail to meet their obligations they also lose the benefits to businesses and households along the high voltage transmission line, which starts in Iringa, goes through Mbeya and ends in Sumbawanga, with additional benefits of improved reliability of power supply to the Southern Agricultural Growth Corridor of Tanzania (SAGCOT), which is on the line route.
Part of the projects aim is to establish cross-border transmission capacity connecting Tanzania with the Southern African Power Pool (SAPP) and the Eastern Africa Power Pool (EAPP).

Stiegler's Gorge History in-short:
Alexander Telford conducted the first systematic development surveys of the Rufiji in 1928-1929, with engineer C. Gilman carrying out further studies in 1938-1940. These studies primarily envisioned irrigation infrastructure with a small dam at Stiegler's Gorge to reduce flooding and protect downstream irrigation infrastructure....
Planning for the Stiegler's Gorge project advanced with three donor organisations. The Japanese External Trade Organisation supported feasibility studies in the 1960s
A Tanzanian spokesman recently said:
"There have been minor delays since the inception of the Stiegler's Gorge Project, but we now expect it to be completed in 36 months".....
