Colombia seem keen to develop their mining industry including coal. Maybe the answer is to create a mine for export only and review the energy plant. I can't see people coming up what - $1.4bn without a deal to sell the energy. Of course Colombia has their own way of doing things so who knows what could happen. There is a reasonable export market for energy.

Thanks for the info. I found this which shows some political issues. Sloane are refusing to participate in the reliability charge auction coming soon. They seem to be saying that they're already well advanced with financial commitments. Looks like they think they shouldn't have to participate. I have no idea where that leaves the projects! Maybe a tactic?
