If we talking about billions then lets pay off Debt firstly ,not buybacks,not bigger dividends ...Debt is main issue at here.
If you buying shares and want own this nice company you need to think future and grow ,not your pocket and dividends only.. i am very long time holder and i prefer very low Debt position first,then we can afford special dividends.

Best it comes to BP at 2.6£ average with some shares just £1.9, then alot more little companies trades
