Cerillion PLC - London-based billing and customer relations management software firm - Opens regional technology delivery and development centre in Sofia, Bulgaria, as strategic base in central Europe, joining offices in the UK and India. Sofia office will be headed by an unnamed technology specialist who will start working with the project and development teams.
