Is it a director dealing? He hasn't actually bought the shares himself has he

Even if that is the case we now cannot have news for at least 30 days as this is the minimum length of time for any closed period between when directors can buy shares and release news.
If he has unpublished company making news that is already finalised, then yes this would be insider trading. If it's not yet finalised then it's a bit cheeky, but all legal. (imo)

News shares will become traded on 12th Feb. If we get strong news then market will be waiting for them because may not be much to trade. I have no idea how much is free float - 26% or so but may be several quiet large holdings.

If he announced good news (but not great) on a deal, but also announced the placing to pay for it, this wouldn't rocket much at all. This was for the best, the order of events.
good point. Topic to FCA to answer. Past months he was so much conservative in keeping follow the regulations!!
Obviously not ideal, in some ways, but the chairman buying about fifth of the placing is a great sign imo.

How can Poulden purchase �125K of shares at a 30% discount and then release deal news a few days later? Would this not be insider dealing in its purest form?
Pretty obvious there was going to be another placing / fundraising. No just because of recent history but it was alluded to in previous rns.
