Interest in the Caspian Sea first began in 1992 when an exploration program was announced by the Kazakh government. They sought the interest of over 30 companies to partake in the exploration. In 1993 the Kazakhstancaspiishelf was formed which consisted of Eni, BG Group, BP/Statoil, Mobil, Royal Dutch Shell and Total S.A., along with the Kazakh government. This consortium lasted 4 years until 1997, when seismic exploration of the Caspian Sea was undertaken.

Because of the size of the asset I still believe it will need 3-5 super majors to share the risk and to dilute the pressure from the bear and keep all happy

Could it be down to the fact that operating in the same building has the advantage of no communication trail? No need to use post / telephone / emails to communicate - just walk into the office and chat (off the record). In this litigious period and with the age of discovery etc (plus the highly sensitive / secretive matters going on in the background), maybe our guys are playing super-secret-squirrel on matters.....?
That, or they may have got a great deal on the rent?

I don't doubt that Tsbs. The additional question is whether Steve/Zaza were introduced to The firm/possibly Steve Shun by BP. That's just (wild I grant you) speculation on my part but not unbelievable either.

Frontera Resources US LLC changed its registered address from 3040 POST OAK BLVD. SUITE 1100 HOUSTON 77056 to 1201 LOUISIANA ST STE 2800, HOUSTON, 77002 on 20 March 2019. Why? Hughes Watters is one of the residents of Total Plaza tower (it wold have been nice if it was Total!!!) that links in to what we needed at the time.
It just so happens that Steve Shurn of Hughes Watters (see bio below) played in a band with Larmar Mckay of BP (see link below). Larmar (see bio below) is responsible for, amongst other things, the legal function. He has also said BP should move to natural gas in the long term (link below).
