Hi to you both, but dcisions, decisions; about what DieSack and Dakry?
The state yesterday was 'Decided' only. The decision has been added toaday at noon.
I'm reading decision: refused pending 3 objections. The description of decision however is just the project decision again though. I've previously stated I'm new on this so just trying to find out if I've missed something.
Think it can be apppeaaled both ways, by the applicant (eqtec/consultants acting for) and by conserned stakeholders/locals. Some light reading on the process!-

Types of Permission
There are four types of permission, namely,
Outline Permission,
Permission following Grant of Outline Permission,
Permission and
Retention Permission.
Outline Permission:
Where a person wants to initially find out if permission will be granted for a particular development, but is not in a position to submit the exact plans then outline permission is most suitable. The grant of Outline Permission states that the Planning Authority is in agreement in principle to the proposed development, subject to the submission of an application for "Permission following grant of outline permission" (Permission Consequent).
Permission following grant of Outline Permission (Permission Consequent):
This type of application follows the grant of an Outline Permission and must be submitted within 3 years of the grant of outline permission. It provides for the submission of detailed plans and drawings of the proposed development.
Permission:
This type of planning application provides for the submission of detailed plans and full particulars of the proposed development.
Retention Permission:
It is an offence to carry out any work that requires planning permission, without planning permission, and the offence can carry very heavy fines and imprisonment. However, if a genuine mistake has been made, it is possible to apply for retention permission to retain an unauthorised development. However, this approach should not be relied upon to avoid seeking planning permission before starting work, as you may not necessarily be granted permission for retention or may be required to carry out costly modifications.

If you click on the Shannon application then documents, 4th from bottom is titled "Response to 3rd Party Appeal by the Applicant"
Sounds like they have a different system to England, not surprising.....

As per Shannon, decision was on 26/7/2021, the decision was accepted with conditions.
3 weeks later it went to appeal and is now being dealt with through 3rd party https://www.pleanala.ie/en-ie/case/311149
I'm just going by the events at Shannon. Permission - decided was displayed then days later planning permission granted with conditions was displayed. And more documents were released with 9 or more conditions sonat that point conditional planning permission was granted. But third parties appealed the llrocezs so it was halted then referred to a third party.
They could decide to not permit planning permission at this point, surely that would still be decided, but they just need to draw up the documents to explain why the decision was rejected? At this point tho, decided does indicate accepted but, to my understanding, it is not yet official.
Could be wrong...
But as per Shannon, it is not 100% granted just yet until the window for appeal is over
The word, "Permission" gives it away. Same wording used in England. There will be conditions but no appeal - appeals are for Refusals. There is the possibility of a Judicial Review but these are rare.

Made a typo re Billingham, here is the statement again corrected-
Billingham has taken a long time to progress since the planning permission was grabted* but hopefully Carbon Sole have their finger on the pulse (as a proficient development partner) and eqtec have learned how to streamline this next part of the process under new management and better terms.

Carbon credits currently worth £45/ton so potentially £2.8m
Next question we should be asking are, with a claimed carbon offset of 67,000 tonnes CO2 per year, does this qualify for carbon credits?
Will the SPV be partly sold before financial close?
Will eqtec retain equity in this project, will one of the Irish projects be cone a MDC?
What kind of Capex does a project like this require, surely it must be nearly the value of Billingham - if so, this will be a very nice payday at financial close on Shannon or Silgo. As for a time line, impossible to say. Billingham has taken a long time to progress since financial close but hopefully Carbon Sole have their finger on the pulse aand eqtec have learned how to streamline this next party of the process under new management and better terms.
From the Q2 update
"New markets. Although the Company's business development efforts in Q2 have focused primarily on biomass-to-energy and RDF-to-energy opportunities, progress continues in Ireland on two opportunities for biomass-to-bioenergy, led by partner Carbon Sole Group Limited ("Carbon Sole"). For the Shannon site, Carbon Sole responded in May to the local authority's Further Information Request ("FIR") by filing environmental studies that confirm the proposed plant would have low-tier environmental impacts. A decision on planning approval at local level is anticipated in late July. For the Sligo site, all planning documentation is being finalised and is expected to be submitted by the end of July. Carbon Sole has signed letters of intent ("LoI") for feedstock supply for sustainable forestry waste for the proposed plants. Additionally, Carbon Sole is in the process of securing a third site, with the intention of securing exclusivity by Q4."
- The Silgo application appears to have gone through more easily than the Shannon application so hopefully they learned what to address to satisfy locals and the planning authority during the Shannon process.
