Regus Group PLC12 September 2006 NOTIFICATION OF MAJOR INTERESTS IN SHARES LETTER TO COMPANY ANNOUNCEMENTS OFFICE Substantial Shareholdings Regus Group plc On 6th September 2006 we received notification in accordance with sections 198to 203 of the UK Companies Act 1985 ("the Act") of the following: As at close of business on 4th September 2006, The Goldman Sachs Group, Inc wasinterested in a total of 354,388,047 shares of the Company. Of these 354,388,047 shares: • Interest in 336,467,653 shares arose from the interest held by Goldman, Sachs & Co; • Interest in 11,113,758 shares arose from a beneficial interest held by Goldman Sachs International; • Interest in 6,806,636 shares arose from the interest held by subsidiaries of Goldman Sachs Inc acting as discretionary managers. Note: The beneficial owner of the 336,467,653 shares remains Maxon InvestmentsBV ("Maxon"). Mark Dixon, Chief Executive of Regus Group plc, owns a 100%interest in Maxon. Goldman, Sachs & Co and Goldman Sachs International are wholly ownedsubsidiaries of Goldman Sachs Inc.
