In accordance with Article 73 of the Articles of Association of Dragon-Ukrainian Properties & Developments plc (the "Company") and further to our previous Disclosure Notice of Change of Ownership dated August 29, 2013, we hereby confirm that, as of today's date, Neon Liberty Capital Management, having its principal place of business at 600 Third Avenue, Suite 2600, New York, New York 10016, USA ("Neon Liberty") through the Fund listed below holds voting rights with respect of 0 ordinary shares of the Company, representing 0% of the outstanding share capital of the Company.
