Yes, Portugal and the others are much better on Inheritance tax.
I own a ruin with a couple acres I had planned to rebuild and retire to. But with the revocation of the NHR (Non habitual residence), make it less desirable. 28% capital gains, and income taxes up to 47%, and they don't recognize isa's so any dividends or capital gains from that would be fully taxed.
I'm looking more tropical. For €300,000 investment in 0% interest St Lucian bonds held for 5 years. plus a $50,000 processing fee I can have St Lucian citizenship. No capital gains tax, no wealth or inheritance tax. It also allows EU style free movement to any country in the OECS. I would likely chose to live in Grenada which has the same tax benefits, but lower crime, lower cost of living, and is below the hurricane belt.
Mauritius is also a good choice with a $375k investment in real estate you get a 20 residence.
If you want to remain it Europe, you also might look into Jersey, Sark, or Andorra. Or if you become fabulously rich Switzerland or Liechtenstein.
