Anything constructed offshore carries huge financial investment to install, and connect to the grid. Maintenance is another huge financial burden. Proof of this as been around for many years in the oil & gas industry, uplift costs onshore $3 - $10 per barrel typically, whilst off shore typically $20- $30.
What as attracted me to PHE was the plastic problem that keeps making national news, and china no longer taking waste plastic from the UK, but we are now diverting it to Vietnam.
To answer your question 1.3 MW is a huge amount, far more financially viable than off shore wind farms, but I believe the key to getting this right is the location of sites, for connectivity purposes, which is where a little history can help a lot. The location of sites could include but are not limited to, former steel work sites, former mining sites etc as both have a good local infrastructure as historically they used a lot of electricity meaning large cables are already in place to facilitate the sale of electricity. The hydrogen can also be stored because these sites are usually very large.
With wind farms, this may sound crazy, but there are 2 problems that arise, 1 being that we have days with no wind, and unbelievably but true is we have days that are too windy for them to operate efficeintly and safely.
DMG provides the solution and it's not only companies that should be looking at this but governments worldwide.
Just a note that I have only invested a small amount here for now using up my ISA entitlement before the financial year end, and this is the first time for many years that I have taken such a risk with a share. If this gets rolled out as some suggest then I for one am unable to calculate the MCap of this company. Electricity / Hydrogen from a problematic waste has to be win win situation for PHE. I just wonder if the government will scrap the 5 pence plastic carrier bag tax?

I am sure many of you know over on facebook there is a guy called Paul Warwick who is doing some PR work for PHE and he posts on several foums, Aim share chat, 10 baggers UK etc. He also has a huge holding which is good to see and his enthusiasm shines brightly.
