A commitment to return 1 billion by the end of 2025 , which mean 459 million return this year. My calculation makes that $2.50 dollars /share if it is done equally through out the year that would mean quarterly payments to increase to .625 USD.

You would have thought a 25% lift in earnings and long term contracts signed would have had a bigger impact on todays share price.
