Rowan states " the plant is nearing completion" In recent NCDEQ RNS.
Does this mean commissioning or construction. Commissioning can overlap with production as they test the plant. The emissions systems rns suggests to me that they are commissioning the plant rather than building it..ie they are/were testing systems.
It is not clear..but these are my thoughts.
The EPC contactor was appointed after the air permit was granted. The air permit was based on the emissions systems already in place.
3rd December 2020 Engineering Progress RNS
"Player Design Inc. ("Player Design") were appointed in September 2020 to complete the engineering and construction process for the Plant"
Same RNS.
"Over the last 8 weeks, Player Design performed an independent analysis of the CoalSwitchâ„¢ process, and plant design, with particular reference to the emission control system in accordance with the requirements of the Permit."
I am not sure if they turn it on..it will just seamlessly work for 18 hours. I hope I am proved wrong.
It's going to be tight.
Delivery date is the 14th. Is that when we hand over the product in Lumberton. Again, not clear. I will assume Pacific Corp will take delivery on our site?
I thought they could have laid the foundations earlier. I have been buying under placing price so I want this to work.
40 days to make that Pacific Corp order. On a double shift could be 20 days to produce 900t. I seriously ask myself if that is achievable. It looks like the plant is not yet commissioned. Rowan says as much in that RNS.
I wonder what Lombard, Miton and Gravendonk are making of this. He got them to convert their clns on a premise.
Air Permit
Read page 2, first paragraph.
Aeg were aware they couldn't modify air control devices without approval.

Bentham. I agree the rns is poorly written. Regarding construction it states
"AEG ceased construction on the relevant control devices, as required".
Are these extra emission control devices or are they replacing the device in the original permit?
Why don't they use the equipment included in the air permit and ammend later. It doesn't make sense.
Its not clear if this delays construction and commissioning of the plant. They already had the air permits for the plant before this ammendment for the new emmissions equipment. Does construction stop while they wait? I would think that they can build with the existing air permit. Any thoughts?
The longer the diatribe the more you should feel perhaps suspicious.
I always like to do a word count. Check the numbers and dates. I am in a little bit of profit here now.
