There was a previous culture amongst government, specifically in wales of 'no new carbon', and although uskmouth running on EfW would be much better than the coal it used to burn, it's still no zero-carbon. The general attitude has changed in favour of energy independence, even at the expense of reducing carbon emissions at home. So whilst uskmouth is still in the balance, the Welsh government might be inclined to allow this as it will have a solid impact on reducing gas consumption.
I can't remember verbatim what was said, but First Ministers questions in the Senedd seemed quite passionate about reducing dependence on Russian hydrocarbons, with reference being made to an oil tanker at milford haven not being unloaded. That's not to say it's even likely, but it's certainly increased the odds of approval
