They weren't handed to BT. BT was sold off . the investors paid for shares and that cash paid the govenrment for them.

And consolidate what they have now encouraging take up of fttp, better putting the money into sales than something there is no return on. Complete what is currently being worked on and cancel all other planned work. It's obvious that no one gives a toss about FTTP, for every 5 quid spent on it the company losses one 20p in share value.
