Utah is once again a 'Goalposts moved ' project. What started out as simply scraping oil saturated sands from surface layers and removing the sand using Petrotech's proprietary 'Clean Oil Recovery Technology' (CORT) has changed to one of drilling for subsurface oils (which is still thick and waxy).
Extraction of these thick waxy residues is difficult, it's not like pulling up a free flowing liquid which you can do with a small number of drillings hidden away. CO2 has to be pumped in to the well (Huff n Puff) to mobilise a relatively small amount of oil for extraction. Think of it in simple terms as like trying to get all the jam and cream layer out of a Victoria sponge using a plastic straw from above. You literally need hundreds of wells to extract a significant quantity. This can decimate a landscape and is expensive to acheive any amount of profitability. I can't see that any QED equipment going out to UTAH will happen until these sub surface residues are tested to ensure they are also suitable for the MSAR processes (more sample waiting!)
Of course, the MSAR process can make this extracted oil more marketable but it's a long road ever to get to this stage!

The company will get their cash, that's for sure. It's what they do with it other than sitting by the phone thats important. Especially important when the Utah cash doesn't arrive and the bowl would have to be out again in 9 months time.

By "by" i assume they mean "in" H124 which is end of June so only a possible 3 months more to wait.

ISO 8217 2017 is the FUEL STANDARD FOR MARINE DISTILLATE FUELS
It states that a marine residual fuel must not contain more than 0.5% water by volume. (0.3% for distillates)
MSAR obviously contains significantly more. That's the crux of it! It has to pass LONO to be accepted as a new fuel.
