Actually it’s well known that the reverse is true, plenty of studies show that companies that maintained or increased their ad spend during a recession were far more success than those who cut their budgets.
“And their findings were clear: companies who continued to advertise during the two-year recession saw 256% higher sales than their counterparts post-recession. Those who chose not to advertise during the economic slump, saw virtually 0% market share increase and a rise in sales of only 18% once the economy regained traction.

Interesting that Scot said they won't be buying any companies for 50% cash, 50% stock with S4C stock at 350p, 450p minimum.
I thought SMS was contrite about the delay and has promised to improve things at various levels within S4C including board level and at the PWC level , I can't recall how he described that level but I think it alluded to PWC.
I reckon SMS must miss Paul Richardson by his side.
