It can't be a set back if chances were slim for most firms getting authorisation on the first time round. Moreover a real setback would be a NO to authorisation and no offer of an easier route into authorisation.

With the odds now being in our favour for authorisation might explain why the BOD said the following -

"Therefore, we are very pleased to have been offered a place on their Innovations Pathway programme. This opportunity will enable GST to benefit further from the guidance of the FCA and I would like to thank them for their assistance and feedback through the application process"

Maybe if you put it all together it might explain why they don't view it as a setback, but now have more certainty of a favorable outcome.
