We have had since, a world epidemic, vaccine roll out,furlough scheme, supply issues coming out of pandemic causing inflation, Putin's war in Ukraine , the energy cost bailout.

I think most people would agree that drastic changes were needed to be made than that envisaged in 2019.

it is the electorate in a general election who vote for the party they wish to govern.
The leader of the governing party is the PM.
The PM chooses who is to be in government.
This is not the USA.

Someone was considering an SB at 39.5 but as it got closer changed to 37.5.
If it got closer to that lower figure no doubt the considered open will be lowered again.
