Taxation imposed by Gordon Brown on pension funds saw final salary schemes decimated. Pension funds since have gone into using more leveraged positions.
Not many years after the GB hit , Liability Driven Investments were introduced that defined benefit schemes have been using , with many using leverage in their LDI's.
So any quick rise in gilt yields, catching pension funds out a bit, can be traced back to GB - extra taxation has meant more risk taking by funds.
