Well if silbanye are the front runner then Fromens statement a few months ago, that the worldwide shortage in pgm's could be corrected by 2024/5 could very reasonably be seen as a nudge to EUA to get this thing done ?? To start with make the fees and tax applicable to both buying and selling equally and add cfd to the tax list per trade ! With bot trading and algo trading based on localized "trends" cost free selling means they can manipulate the algos by selling piecemeal and that wasnt such an issue pre algo bots but it is now ! As for shorting there is a valaid argument that with cfd's the shorting to provide liquidity argument is bogus. The lendee of shares to a sorter knows that a large number of shares are about to be sold !! That by itself is pricilidge info so starrt by saying if you loan shares to a shorter you can not sell stock in that company for 14 days !! That will curtail it somewhat !
Then for starters send a few pump and dumper cartels to prison and sieze all assets ( proceeds of crime bill ) and the industry will sit up and take notice, which would be a good start !!!
