The industry knows how prolific , the Indonesian and Australian waters of the Timor Sea have
been since the mid 1970's, while the TL area has stagnated with massive fields of stranded Gas
while still relatively unexplored over its entire 50,000 sq km area......more monsters lurking !
The only thing that is needed, is clarity from the Island , that other developments are not
tied to their long term plans of ALL comes to Beaco and Bettano on the Island.
Gusmao when PM , actually stood up in parliament and declared that a DECREE LAW......
Sept 2021, while we (Sundagas) where talking FPSO, the Island announced new studies
for Beaco , which stated coordinated development of , CHUDITCH, Sunrise and Kelp to
feed Beaco together on commission of the plant.........
Clarity and things written in blood, is what the sector want to see, before committing
hundreds of millions to such large projects.........
The 3 majors at Sunrise spent over $400m in development, had a psc , only to be told
NO to its 2001 for 2003 Darwin plan and then again in 2008 Shell Super Barge FLNG
So they departed as did many others.......
Only the Island can wake the area back up and what better way than , like with the
non TENDER award of Chuditch and showcase of Sundagas to set the ball rolling
for their own industry.
Use them once more, with a PERMIT and Domestic Gas contract, dog and pony
to finally give clarity..........options will be permitted.......we are skint......help !

Still reserve judgment on the PSC , remember Shell et al , also had one
the Island only 50/50 territorial rights and zero holding in G.Sunrise when
the rot set in with the NO word , after Woodside had already constructed
the facilities to process Sunrise in Darwin........
Likewise , Meg has consistently talked about getting the PSC sorted, then we
can sort the production plan.........
The new holders of licenses from the bid round, all PSC's where supposed to be
signed off by June, ANPM 8th Nov ? , now has by year end or February 2023
So thinking they want to see Sunrise PSC and see what the lay of the land is.
The main thing in our favour, is the SundaGas factor, they from 2016 helped
develop the Islands own organisations, training , presentations and conferences
Tight with the locals and mentioned in the only recently published ANPM and T/Gap
2021 Annual reports , Sundagas and Chuditch making progress........
Suggests, they are onboard with their mentors......SundaGas

Another OZ mention in the Cabinet meeting today.
The Council of Ministers recently discussed the diplomatic situation that has not been developed by

Timor-Leste, whose significant contribution should be beneficial to the Timorese country.
Rasik performance in consolidating and maintaining the relations of friendship and cooperation that
have not been established between the Timorese State and the Australian State, our intervention and
the concretization of the support given by the Australian State and the Timorese State today in the fight
against the current pandemic of COVID-19 assistance to flood victims in Timor-Leste until April 4, 2021
This effort does not allow us to guarantee the support of the Australian State to implement a measure
that is not foreseen in the Economic Recovery Plan and to strengthen the support of the Australian State
in the field of capacity building and training of our Timorese human resource
Make what you will of that, the last paragraph, has some interesting connotations

As said the original Shell plan was to run new pipeline directly South from
Sunrise to meet the Bayu-Darwin line much nearer OZ
(Presume short tie in from Chuditch was in the frame directly East)
Santos plan was the same, run from Barossa past the Tiwi Island and meet the
Bayu line and run parallel all the way to Darwin, the new Input line......
They could as posted before, with Barossa quashed , do worse than run a much
straighter line from Chuditch direct South to Darwin........
And once HUB established, they have that line for Barossa from the East bypassing
Tiwi, so should still be able to bring it back later, likewise , anything from their JV
Mou for the Timor Sea, with NYSE Listed ENI.
Santos having , AREA R to the West of us and ENI AREA P that links Sunrise and Chuditch
Fingers , toes and bring on the contortionists, they have some thinking cap's on.........GLA

Expansion of the Airport facilities , was a part of the original Tasi Mane project
plan, originally a new regional Airport was to be built sitting between Bettano
(oil) and Beaco (lng) facilities........
That appeared to be abandoned, with the Main Airport having extension and upgrades
in recent years, supported and funded by France and Japan, now OZ throwing money
at it.........
Consult Ministers deliberating on authorizing Ministers of Finance Rui Agusto Gomes, today celebrated:
1. Agree on the financial investment of Australia and Export Finance Australia known as thE
"Timor-Leste Airport Facilities Project" .
Agree that Australia will contribute to Timor-Leste in the amount of 28.36 million US dollars and a
loan of 45 million dollars, with a maturity period of 25 years, for the development project of the
International Airport under President Nicolau Lobato. .
Strategic plan 2011-2030 , is for Oil and Gas revenues from the Sovereign Petroleum
Wealth Fund, would be used to develop all other sectors, to prepare for beyond
hydrocarbons.......
Bayu revenues end soon as Jarv posted earlier........they need new revenues ASAP
Beaco Gas/LNG facilities , still on the tender for 2030.........
They have increased budget commitment , for 2023 and huge increases 2024-26
(that's not Beaco would need a lot more) the Northern Development LNG Imports
terminal, the only thing that fits that Infrastructure funding........
Only Chuditch local gas in the frame , to supply it and the power stations by 2025-26
Original plan was LNG Import fac, co-located at Beaco Export fac, so removed from
that plan, two separate projects now in play..........
Sunrise for the South and who else do they have for the earlier Northern project than
Chuditch.......
Parliament - need the Gas conversions ASAP, will save the Island millions per annum
Why would they, ignore what's on their own doorstep, for a cheaper deal, supply by our
current partner the T/Gap Noc (owned by Gov) and go out and pay more for external

but Santos plan was for Barossa to go to Darwin , with the new pipeline
duplication project, funded and said to still be going ahead.
So they need a new HUB location of their own, if they run it directly South
from Chuditch (or sunrise for that matter) it would allow Barossa to be
still produced
The Direct South plan was Shell/Woodside original plan in 2001.
Santos want the current Darwin - Bayu Undan as an output for waste
and carbon capture storage, with the Gas going from Barossa hub or
where ever they end up putting it, to Darwin , Input/output scenario
The others where always against going along the trench due to its constant
vibrations and seismic activity......
The proposed route of Sunrise to the South Coast, across the trench , still
challenging but much narrower distance to cross the trench.
Still think our drill or drop date mid 2023, the infrastructure in the North for LNG
Import and budget increase of over 1 billion 2024, with supply to all 3 converted
power stations by 2024...........flows nicely.
New bigger player can make it happen, unlike our minnow, still think the SundaGas
factor will come into play, to win that supply contract for , who ever owns them in

We know, they have budgeted for Infrastructure huge hike 2024-26 (not Beaco)
We know the Northern Gas/LNG Import facilities are to be built at Hera Metinaro
in the North (again not Beaco)
We know , the Government announced conversion of the Islands 3 power stations
to Gas by 2025, two are in the Northern area, the other , down the South Coast
at Bettano, the site of the on Island Oil refinery.
We know someone has to supply that gas
Has an interest in angs before it floated, it was part of the original
7 or so in the Horsehill consortium HHDL?, which included a Shell
subsid with controlling interest.........it bailed and ukog turned it
into a long running saga

Who knows CDF, earlier this year, China made a huge increased LNG deal with the USA
they said still on the hunt for an additional 20 Million tons per annum, for the next 10
years........
I posted at the time, for perspective , the Shell FLNG plan for 26/28 wellheads was 4 mt
per annum, so they were still on the hunt for another 5 the scale of Sunrise/Chuditch.
Thought, that back then, might prompt them to fund and operate Beaco
take , all Kelp/Chud/Sun and Export all the gas to themselves......

that is still a possibility , Horta has previously threatened both OZ Gov , Woodside
and ASEAN members, with his good friend Xi Jinping......
The China BRI, got involved by name only in the past, as soon as mentioned, senators
in OZ up in arms, demanding action BUT that resolve melted pretty quick, when a
journo reported BRI had declined, two days later the Island published, he was talking
out of his backside and they had never had such talks with China.
So with the Fund. Fellowship courses, Vacancy appointments recently, its the first time
the OZ side are actually doing something, still baby steps but they are making steps to
get SOMETHING done........GLA
