Let’s say there are 1000 shares and a company buys back 10 shares. Let’s say profits are 200 of which 100 is paid out as dividend. Then that 100 is now divided by 990 shares rather than 1000 so dividend per share increases and therefore share price (on the basis of dcf model of future dividends). Some investors may prefer capital gains to income.

I haven’t opined on the valuation - it will be what willing buyers want to pay for it.

ARTAR will do their own valuation. It is clearly in their interests for the valuation to be high (what a willing buyer is prepared to pay for the project) though they will want to pay as little as they have to to acquire the remaining interest.

Bidders will do their due diligence and valuation and put in a bid. The bluff will be called on ridiculous bids and the bidder will then have to pay up or suffer a financial penalty for withdrawing from an accept bid - so they will not bid more than they are prepared to pay.

If there are numerous interested parties then competitive tension will be established and the valuation likely at the higher end of a reasonable range.

Either way, ARTAR can accept that they have another partner and a decent valuation with the option that they can always sale their holding. Or decide they will pay the FV determined by the competitive process and have full control of the project.
