Yes, you can get questions from MHRA to answer but they’ve specific timelines to respond, etc. If you’re application is solid then questions are usual only those that require clarification rather than further work (taking time) and a re-submission. They are never designed to stall the approval.

It should be though. I submit regulatory approvals to the MHRA for my company and they specified time periods for themselves to meet to give approval.

It’s china’s job to sort finance. Why stay involved in the project if it’s not possible to finance.
