Just thinking through the 'everyone arrives home and charges their car' scenario. Could it be the case that if the chargers are able to link to a network that also holds smart meter 'real-time' data the chargers would be able to 'work' out what could be drawn by each charging unit.
The smart meters work out if there is currently high/low demand on that part of the network and adjust the charger output to suit.
Perhaps this could lead to a subscription service (money for the government); if you plug your car in at 6pm and don't require it before 7am perhaps this could be a 'free' option. The chargers and meters will work out when your car can be charged during the evening/night.
A 'paid' option could allow your car to be charged as a priority over other vehicle, before 12/2/4 etc.
This could reduce the burden of upgrading the existing LV or 11kv networks.
