Yes, Ryan was not Minister for Communications in 2019 but that other charlatan, Brid Smith was causing havoc just as Ryan is doing now with her wishy-washy party, "People Before Profit" where she wanted oil and gas exploration banned but with no compensation for the oil companies.
This was the sort of thing she was claiming "TD claims estimate of costs of ban on fossil fuels “pure fantasy”" and had introduced a bill to ban fossil fuel discoveries and not pay any compensation.
So all we got with Ryan was one fool following the other and he is using delaying tactics but if Ireland has any outages this winter he will be blamed and he will run for cover.
And you were wrong with Helvick. You tried to give the impression that Providence had lost the licence but it had just gone through the normal process which you tried to use bluster to cover your mistake.
And as that quote from Smith makes clear, if the government tries to stop the development of Barryroe or Hook Head or Helvick they will have to pay out billions of euros in compensation.
So we are sitting pretty irrespective of what way it goes. Providence will end up a rich company one way or another. We will all be rich and you will be in the dog house where you belong.

You don't have a clue as to how the Irish oil licensing system works. What has been requested is a Petroleum lease rather than a Standard Oil Exploration license.

Shen, Manyana is right on two things - Firstly, developing Helvick would give PVR/LOGP enough working capital to comfortably develop Barryroe on a phased development.

Second thig he is right about is you are a liar. You are doing your best to give credence to the myth that Irish are liars - which is of course a false allegation about the Irish. You are probably Irish, and the lackey of a certain Irish politician we know.
O'Reilly clearly stated PVR then were not in the game for development at all. He pretty much stated that in one of the AGM's. The plan was to appraise as many of the licences they had hold of, which makes sense to do if you hold those licences. It was made very clear on a few occasions that the master plan was to drill and appraise these licences, and sell PVR to the highest bidder when done. The biggest gamble of all put pay to this plan when Schlumberger convinced him to plough millions into appraising Druid which turned up water.
When Linn realized the appraisal and sell game was up, due to the high price subcontracting work or farm ins with the likes of charlatans like Spoton, the logic was to change tack and become a developer after all. See above quote.
All he has to do is show how, over time the production can feed into an efficient low carbon foot print, and that will probably mean investing profit into green initiatives

Now let us look at what you purposely did not state when you mentioned Helvic.
What "Exactly" did Linn say about Helvick? He said that "in one hole" they had flow tests of 10,000 barrels a day of oil and it had come out of the jurassic.
You deliberately only gave the bald facts that:
"32.33 talks about the fact that Helvick is located in the jurassic plate and therefore there is potential for further massive discovery in barryroe's jurassic plate which has never been tested."
Yes it has been tested. Linn told you so when he pointed out that a flow test on Helvic had flowed at 10,000 barrels a day back on the "bad" old days when seismic was in its infancy.
It was never progressed by Marathon because oil was as cheap as chips back then and the amount of oil in Helvick was too small for them based on its price. The same goes for Hook Head which also flowed commercially but the amount did not compare to Barryroe or the potential in the other holes O'Reilly dug in Druid and Drombeg.
Now how many years ago did Helvick flow at 10,000 barrels and it all came out one hole in the ground. So what are the benefits?
Barryroe is very large and relatively thin. Helvick is deep with one hole so the cost that flowed 10,000 barrels a day so developing Helvick will be far cheaper than developing Barryroe because in Barryroe it is anticipated there will be 24 wells while in Helvick only one.
So, even if Barryroe is put off further there is no reason why Providence cannot switch to developing Helvick and then using the revenue from it to develop Barryroe.
So what is all the b/s about the funding for Barryroe? As usual, you are just spreading muck raking up old red herrings.
And the old stories tell why O'Reilly failed with his deals. Because he destroyed all his trust when he sold 13.1m shares for $100m and then promised that "The rest will be used to fund the development of the Barryroe field off the coast of Cork." He wasted the money on chasing red herrings.
Even you would not trust him after that.
So, liar, you will soon be gone and good riddance.
