MR. MARTIN ANGLE, INDEPENDENT DIRECTOR, PURCHASED SHARES OF OAO SEVERSTAL 

On October 8, 2008 Mr. Martin Angle, Independent Director, purchased 5000 GDRs at a price of US$6.15 per security. Following this transaction, Mr. Ronald Freeman's total shareholding in the Company is 10000 securities (0.000992% of the Company share capital).
