Most are going to be minimum wage earners, so let's say 25k time they get their tax free allowance probably only paying 2-3k in tax.
As you say time you factor in NHS and other public services then they are a drain on public finances not a net contributor.
However I'm convinced though that whatever government is in power they don't mind as technically the economy grows even if each Individual is less well off.
