The closest parallel I have to the current situation is SO4 Salt Lake Potash. The environmental permit took a lot longer than expected and like Emmerson the board had factored it coming in a lot sooner than if did. Although it eventually did arrive.
My *guess* is in a country where water might be seen as a very precious resource the environment agency has to get everything right, and there may be a bit if to and fro. Regarding the design and water requirements.

- Package 5: Portal & access declines.

Interesting take Fulmar, my instinct when I read that was to wonder whether or not it was to be a decision about whether or not to go down the HPAL route.
All the points you mention could feed into that though, i.e partner requesting battery grade or another partner bringing the know how for HPAL
I read somewhere Russia might also choose to slap an export ban on key materials such as palladium, potash and nickel. Sure it would hurt them but they've built up a 600 billion foreign currency reserve, and might want to show it's not a one way street.
The price of nickel etc could be going up but with energy prices going up even more we could be looking at a stagflationary scenario. Certainly economic pain for the west as well.

The RNS states that he won't be joining the board at this time. Which means he may do at some point ... With an overlap of roles, I suspect there might be a transition period. Then someone is off. All good though, the wheels are turning ...

Depends on the comms, they're quite active on linked in and I thought they were advertising for a post regarding comms, however your observation is pretty much spot on as soon as a company starts doing the rounds and is on proactive investors for a fluff piece my immediate thought is that the begging bowl is coming out.
