The Pfizer vaccine has 91% efficacy for one dose and 95 for two doses therefore just use the 4 million ordered for single doses and target the 15 million most at risk. The Astrazenecca the same. The govt. are clearly thinking about it and it may be worth a shot (no pun intended). At least it's an up-to-date article!
