All this rambling from brainsdotcom, yet most people who would use electric vehicles are those using them for short journeys, i.e. a pop down to the supermarket, or to meet Barbara for a coffee in town. The government must know that it would be nigh on impossible for the whole country to be using them in such a small time frame, but technology improves so quickly these days, it wouldn't be surprising if there was better technology being tested right now. Just like the latest TV's on the market are already superceded by products being held back to maximise profits
