Michael Saunders from the bank of England may need to cut interest rates, he said the UK economy was performing below its potential.
Interest rates have been on hold at 0.75% since August 2018, when they were raised from 0.5%.

lower interest rates is not good for Lloyds the low rates reduce the banks net interest margin - the difference between the rate that they lend at and the rate that they borrow at – which is the traditional way that they make money.

This is the main reason Lloyds trade at such low valuations.
