Would be nice to think this high turnover is because something is changing. For me this has been in the bottom draw for the past few years, and having retired earlier this year a long overdue return on this investment would be very welcome.
Hopefully he has learned from past mistakes. On a different note in a recent Which report all electric vehicles fare badly when it comes to reliability compared to other fuel types (which surprised me), and Tesla is particularly bad in that respect. 26% of ne Tesla 3 cars had a problem that needed to be fixed by a mechanic, which is very high. The faults were apparently minor but it belies a general low level of quality. Paintwork and exterior trim problems were common.

Amur Minerals completed a pre-feasibility study in February that outlined two production options for Kun-Manie, and a Russian feasibility study known as a TEO is underway and due for submission at the start of December 2020. This would be followed by a second phase of Russian documentation with final designs and approval. The TEO results could also contribute to a Western-style definitive study. The remote site in Russia's Far East would require a 338-kilometer access road across difficult terrain at an estimated cost of about US$129 million, but the Russian government could help with funding.
So the TEO is only phase 1.
