There is no requirement for Hasina to give us the GL if there is effectively no current proposal to give approval to.

That doesn’t mean that the project won’t be discussed.

The only reason not to mention Phulbari would be to not stoke up the likes of Anu until it’s agreed in principle. No point imo.

A lack of proposal doesn’t mean it won’t be discussed. If the Chinese want it agreed, you agree in principal (or even a MOU if the steps are agreed) then once our proposal is in its a yes for GL.

The discussions this week are maybe leveraging negotiations to agree this for that etc.
