The Stock Exchange used the jobbing system. Brokers used Jobbers prices (forerunners to Market makers) to find the tightest spread. for their clients.

I assume you realise it's a SETS stock, so you can put your own Bid and offer price on the system.
You don't have to rely on the MM. Personally, I believe there is still an overhang of shares that need 'mopping up'
