If you think about BioNTech/Pfizer who have invested millions of their own money, maybe the answer is to increase production (Defense Production Act) and reduce prices.
What about the mRNA tech transfer, the secret sauce?
This is a very complicated issue!

The drug lobby is one of the most powerful in Washington, if this does happen it will be very, very limited in scope within limited time. I cannot imagine new tech would come under this agreement so it could benefit Scancell as drug companies focus all their attention on a universal vaccine, which would not come under the waiver.
The Washington Post is very liberal and Biden is trying to appease the progressive factions of the Democrat party. This will be a massive fight!
