Pi's are just frustrated (very understandable) by the protracted delays to getting the exploitation permit. Personally i don't care for making assumptions about share price movements. I think the planned rapid step up from the initial 6,500 tpm of manganese ore to full production of 25,000 tpa at Nayega within 6 months (i think) allied to increasing the overall resource available will be the main driver. Other factors will come in to it obviously, as mentioned by Devon. :o).
